Project design & programming for neopixel

I have a fairly straightforward project that I need help developing, and I am looking for a freelancer who can (1) help decide the best choice of products to use for the project, (2) assist in the hardware/physical design, and (3) assist in any necessary programming. Background: We are conducting a research project that will last approximately 18-24 months. The people involved are non-technical, so the solution needs to be simple, reliable, and cost-effective. The facility has good wi-fi-coverage and drop ceilings for easy wiring. This is the outcome I am looking for: Our research is being conducted in a closed door environment, and it is important that it remain uninterrupted. There will be approximately 10-12 rooms for which this solution needs to work. As the research is being performed inside the room, the 'operator' will need to be able to create an indication outside of the room (a colored light) that will signify a certain progess point. The 'monitor', who will be positioned outside the rooms, will need to be able to clear the status and see the indication light. The operator needs a simple way to indicate the status without exiting the room. My initial thought is to use a neopixel ring on or beside the door to the room that displays the appropriate color, with a push button to clear it (off). Inside the room, also on or beside the door, the operator would have anything from push buttons to a touchscreen to update the status. So, the research begins after an introduction, and the operator presses something that turns the indicator white. The monitor may or may not need to clear this. Then the operator changes the indication to blue after the first step has been successfully completed, and again the monitor may or may not need to clear the indicator from outside the room. This continues for up to a total of 5 colors. The units inside and outside of the room need to have a solid construction and cannot look like a DIY project, although that's exactly what it is. Initially we are going to have monitors physically walking the halls and monitoring the rooms, but I feel that eventually this will become routine and unnecessary. A better solution once the project is off the ground, is to have a central monitoring 'station' that allows the monitor to see all of the current indications for all of the room, and disable them if necessary. We are not opposed to having a separate arduino/pi for every room with wi-fi and a touchscreen, but we really need this to be as cost effective as possible and are looking for creative ideas. Perhaps the Flora platform can handle it, or something else. The research begins in about 6 weeks and we will need time to assemble and install the project. As budget is an issue, we are looking for someone who can design the project, provide instructions on how to put the system together, and if necessary, do any of the device programming that would be required.
