I am looking for a motor driver board (shield) to work with the RPi. Can the Arduino be adapted to work with the RPi and Occidentalis?

It should possible with some level shifting and a thorough reading of the AF_Motor library. But one of Pololu's serial interface motor controllers might be an easier way to go.
